"He brought you into being from the earth," meaning the initial creation, the creation of Adam, "and settled you therein," meaning: He made you its inhabitants. "Indeed, my Lord is near, responsive," near to whoever calls upon Him, and responsive to him.
Surah Hud from verse (61) to verse (68).
﴿هُوَ أنشأكم من الأَرْض﴾ يُرِيد الْخلق الأول خلق آدم ﴿واستعمركم فِيهَا﴾ أَيْ: جَعَلَكُمْ عُمَّارَهَا ﴿إِنَّ رَبِّي قريب مُجيب﴾ قريبٌ مِمَّنْ دَعَاهُ، مُجِيبٌ لَهُ.
