"And had your Lord willed, He could have made mankind one community," in belief, "but they will continue to differ," meaning: the disbelievers.
﴿وَلَوْ شَاءَ رَبُّكَ لَجَعَلَ النَّاسَ أمة وَاحِدَة﴾ عَلَى الإِيمَانِ ﴿وَلا يَزَالُونَ مُخْتَلِفِينَ﴾ يَعْنِي: الْكفَّار
