"And the word of your Lord has been fulfilled," meaning: it has been decreed, "I will surely fill Hell with jinn and mankind together," meaning: the people of the Fire from among the jinn and mankind.
﴿وتمت كلمة رَبك﴾ أَيْ: سَبَقَتْ ﴿لأَمْلأَنَّ جَهَنَّمَ مِنَ الْجنَّة وَالنَّاس أَجْمَعِينَ﴾ يَعْنِي: أَهْلَ النَّارِ مِنَ الْجِنِّ وَالْإِنْس.
