"So they shall be marshaled," meaning: they are driven so that no one among them might get ahead of the others, according to the interpretation of al-Hasan. Qatada said: For every group among them, there are overseers (waza'a) who hold back the first of them for the last of them.
﴿فهم يُوزعُونَ﴾ أَيْ:
يُدْفَعُونَ أَلَّا يَتَقَدَّمَهُ مِنْهُمْ أَحَدٌ؛ فِي تَفْسِيرِ الْحَسَنِ، قَالَ قَتَادَةُ: عَلَى كُلِّ صِنْفٍ مِنْهُمْ وَزَعَةٌ تَرُدُّ أُولَاهُمْ عَلَى أُخْرَاهُمْ
