"And you will not be able to frustrate [Allah's plan] on the earth or in the heaven," meaning: you will not be able to outstrip Allah with your wicked deeds so that you might escape Him by fleeing; He is saying this to the polytheists.
Surah Al-Qasas from (verse 24 to verse 27).
﴿وَمَا أَنْتُمْ بِمُعْجِزِينَ فِي الأَرْضِ وَلَا فِي السَّمَاء﴾ يَعْنِي: مَا أَنْتُمْ بِسَابِقِي اللَّهِ بِأَعْمَالِكُمُ الْخَبِيثَةِ فَتَفُوتُونَهُ هَرَبًا؛ يَقُوْلُهُ للْمُشْرِكين.
