"So do not be in haste against them." This is a threat. "We only count for them a count," meaning: the fixed term. Sa'id ibn Jubayr said: His fixed term is written at the beginning of the scroll, then it is written below that: such-and-such day has passed, and such-and-such day has passed, until it reaches his fixed term.
﴿فَلَا تعجل عَلَيْهِم﴾ وَهَذَا وَعِيدٌ ﴿إِنَّمَا نَعُدُّ لَهُمْ عدا﴾ يَعْنِي: الْأَجَلَ. قَالَ سَعِيدُ بْنُ جُبَيْرٍ: كُتُبِ فِي أَوَّلِ الصَّحِيفَةِ أَجَلُهُ، ثُمَّ يُكْتَبُ أَسَفَلَ مِنْ ذَلِكَ ذَهَبَ يَوْمُ كَذَا، وَذَهَبَ يَوْمُ كَذَا؛ حَتَّى يَأْتِيَ عَلَى أَجله).
