"Twisting his neck," meaning his neck. According to the exegesis of Mujahid, he says: He is turning away from Allah.
Muhammad said: "Twisting" (thaniyan) is in the accusative case as a circumstantial qualifier (hal). The meaning is: twisting his neck, and this is among the traits used to describe the arrogant. "For him in the world is disgrace," meaning: killing. Al-Kalbi said: It was revealed concerning al-Nadr ibn al-Harith; so he was killed on the day of Badr.
