His saying: "A Surah which We have sent down" (meaning: this is a Surah that We have sent down), "and have enjoined" (meaning: what has been made obligatory in this Surah, and what boundaries have been set within it). It is also read as "farradnaha" (with the shaddah/doubling of the consonant); meaning: We have clarified it. "And We have sent down therein clear verses, that you may remember" (meaning: so that you may take heed).
قَوْله: ﴿سُورَة أنزلناها﴾ (أَيْ: هَذِهِ سُورَةٌ أَنْزَلْنَاهَا) ﴿وَفَرَضْنَاهَا﴾ يَعْنِي: مَا فُرِضَ فِي هَذِهِ السُّورَةِ، وَحُدَّ فِيهَا مِنْ حُدُودِهِ، وَتُقْرَأُ: (فَرَّضْنَاهَا) بِالتَّثْقِيلِ؛ يَعْنِي: بَيَّنَّاهَا ﴿وَأَنْزَلْنَا فِيهَا آيَاتٍ بَيِّنَاتٍ لَعَلَّكُمْ تذكرُونَ﴾ لكَي تَذكرُوا
