"The believers are only those who believe in Allah and His Messenger, and when they are with him upon a matter of common interest, they do not depart until they ask for his permission."—they ask the Messenger for permission—"Indeed, those who ask your permission, those are the ones who believe in Allah and His Messenger," meaning: sincere and not hypocritical. "So if they ask your permission for some of their business, then give permission to whom you wish of them." Qatada mentioned that this verse abrogated the verse in [Surat] Bara'a: "May Allah pardon you, why did you grant them permission until those who were truthful were evident to you and you knew the liars?" In his view, it refers to Jihad; thus, Allah granted permission to the believers to ask for leave if they had an excuse.
