{Or do they intend a plot} against the Prophet? That is: they have indeed plotted against him.
{But those who disbelieved are the ones being plotted against,} similar to His saying: {Indeed, they are planning a plan, but I am planning a plan,} in order to show them the recompense of their plotting, which is the punishment.
﴿أم يُرِيدُونَ كيدا﴾ بِالنَّبِيِّ، أَي: قد أرادوه
﴿فَالَّذِينَ كَفَرُوا هم المكيدون﴾ كَقَوْلِه: ﴿إِنَّهُمْ يَكِيدُونَ كَيْدًا وَأَكِيدُ كيدا﴾ لأريهم جَزَاء كيدهم وَهُوَ الْعَذَاب
