"And every matter is settled," for its people, whether it be of good or evil.
Muhammad said: He says: The works of the people of Paradise will be settled for them, and the works of the people of the Fire will be settled for them. The choice [in reading] is that it is a beginning.
﴿وَكُلُّ أَمْرٍ مُسْتَقر﴾ لأَهله من الْخَيْر وَالشَّر.
قَالَ محمدٌ: يَقُول: يسْتَقرّ لأهل الْجنَّة عَمَلهم، وَلأَهل النَّار عَمَلهم. وَالِاخْتِيَار لِأَنَّهُ ابْتِدَاء.
