[for those who fought] for it. His saying: [{so that it does not become a distribution}]—meaning the fay'—[{among the wealthy among you}], so that the poor and the destitute do not have a right in it.
Muhammad said: "Dulatan" (distribution) comes from "tadawul" (circulation); meaning: the wealthy circulate it among themselves.
[{And whatever the Messenger has given you, take it}] was revealed regarding spoils of war, then it later became applicable to all matters of religion. He said: [{And whatever he has forbidden you}]—from ghulul (taking spoils of war before distribution)—[{refrain from it}], and it is also applicable to all matters of religion.
عَلَيْهِ. قَوْله: ﴿كَيْلَا يَكُونَ دُولَةً﴾ يَعْنِي الْفَيْء ﴿بَيْنَ الأَغْنِيَاءِ مِنْكُمْ﴾ فَلَا يكون للْفُقَرَاء وَالْمَسَاكِين فِيهِ حق.
قَالَ مُحَمَّد: (دولة) من التداول أَي: يتداوله الأغنياءُ بَينهم.
﴿وَمَا آتَاكُمُ الرَّسُولُ فَخُذُوهُ﴾ نزلت فِي الْغَنِيمَة، ثمَّ صَارَت بعد فِي جَمِيع الدّين. قَالَ: ﴿وَمَا نهاكم عَنهُ﴾ من الْغلُول ﴿فَانْتَهوا﴾ وَهِي بعد فِي جَمِيع الدّين.
