"Has the Reminder been sent down to him?" they mean: the Quran, in an interrogative sense. "From among us?"—that is, why was it not sent down upon me? Allah said: "Nay, but they are in doubt of My Reminder," meaning the Quran. "Nay, but they have not yet tasted My punishment," meaning: My punishment has not yet come to them. The punishment of the disbelievers at the end of this Ummah has been delayed until the first blast of the Trumpet, while the first of them were destroyed by the sword on the day of Badr.
Interpretation of verses 9 through 16 of Surah Sad.
﴿أأنزل عَلَيْهِ الذّكر﴾ يعنون: الْقُرْآن عَلَى الِاسْتِفْهَام ﴿مِنْ بَيْننَا﴾ أَي: لم ينزل عَليّ , قَالَ اللَّه: ﴿بَلْ هُمْ فِي شكّ من ذكري﴾ من الْقُرْآن ﴿بَلْ لَمَّا يَذُوقُوا عَذَاب﴾ أَي: لم يَأْتهمْ عَذَابي بعد , وَقد أخر عَذَاب كفار آخر هَذِهِ الأُمَّةِ إِلَى النَّفْخَةِ الأُولَى , وَقد أهلك أوائلهم بِالسَّيْفِ يَوْم بدر.
