"[Is then one] upon whom the word of punishment has become due"—meaning: it has already been decreed for him—"can you save one who is in the Fire?" That is: can you guide one upon whom the punishment has become mandatory? Meaning: you cannot guide him.
﴿أَفَمَن حق عَلَيْهِ﴾ أَي: سبقت عَلَيْهِ ﴿كَلِمَةُ الْعَذَابِ أَفَأَنْتَ تُنْقِذُ مَنْ فِي النَّارِ﴾ أَي: تهدي من وَجب عَلَيْهِ الْعَذَاب؛ اي: لَا تهديه
