"So is one whose breast Allah has expanded to Islam," meaning: expanded. "And he is upon a light from his Lord," meaning: that light is in his heart. "Then woe to those whose hearts are hardened," up to the end of the verse. This means that he whom Allah has expanded his breast to Islam and who is upon a light from his Lord is not like the one whose heart is hardened, who is in clear misguidance from the guidance; meaning: the polytheist. This is in the form of an interrogative, meaning: "Are they equal?" That is, they are not equal.
