Muhammad said: Regarding the one who read it without lengthening [the vowel], the meaning is: He made part of it an explanation for the non-Arabs, and part of it an explanation for the Arabs.
Allah says: "Say, 'It is, for those who believe, a guidance and cure'" for their chests, curing them from what they were in of doubt and polytheism. "And those who do not believe - in their ears is deafness"—that is, a deafness to belief—"and it is upon them blindness"—meaning, they increase in blindness upon their blindness since they did not believe. "Those are being called to" from a place far away. Some interpreted it as "far from" their hearts.
قَالَ محمدٌ: من قَرَأَهَا بِلَا مدٍّ فَالْمَعْنى: جعل بعضه بَيَانا للعجم , وَبَعضه بَيَانا للْعَرَب.
قَالَ الله: ﴿قُلْ هُوَ لِلَّذِينَ آمَنُوا هدى وشفاء﴾ لصدورهم يشفيهم مِمَّا كَانُوا فِيهِ من الشَّك والشرك ﴿وَالَّذِينَ لَا يُؤمنُونَ فِي آذانهم وقر﴾ أَي: صممٌ عَن الْإِيمَان ﴿وَهُوَ عَلَيْهِم عمى﴾ [يزدادون عمى] إِلَى عماهم إِذْ لم يُؤمنُوا ﴿أُولَئِكَ ينادون﴾ بِالْإِيمَان ﴿من مَكَان بعيد﴾ تَفْسِير بَعضهم [بعيد من] قُلُوبهم.
