"And they said, 'Why was this Quran not sent down to a great man from the two cities?'" The two cities: Makkah and Ta'if. Meaning: If this Quran were the truth, these two men would have been more deserving [of it].
﴿وَقَالُوا لَوْلَا﴾ هلا ﴿نُزِّلَ هَذَا الْقُرْآنُ عَلَى رَجُلٍ مِّنَ الْقَرْيَتَيْنِ عَظِيمٍ﴾ القريتين: مَكَّة والطائف أَي لَو كَانَ هَذَا الْقُرْآن حقًّا لَكَانَ هَذَانِ الرّجلَانِ أَحَق
