"They cannot listen," meaning: so that they do not listen "to the exalted assembly," meaning: the angels in the heaven. They used to hear some of the news of the heaven before the Prophet (peace and blessings of Allah be upon him) was sent. As for the revelation (Wahy), they were not able to hear it. "And they are pelted" meaning: they are struck "from every side."
﴿لَا يسمعُونَ﴾ أَي: لِئَلَّا يسمعُونَ ﴿إِلَى الْمَلإِ الْأَعْلَى﴾ يَعْنِي: الْمَلَائِكَة فِي السَّمَاء، وَكَانُوا يسمعُونَ قبل أَن يُبْعث النَّبِيّ ﷺ أَخْبَارًا مِنْ أَخْبَارِ السَّمَاءِ، فَأَمَّا الْوَحْيُ فَلَمْ يَكُونُوا يَقْدِرُونَ عَلَى أَنْ يسمعوه ﴿ويقذفون﴾ أَي: يُرْمَوْن ﴿مِنْ كُلِّ جَانِبٍ﴾
