"And those who strove"—that is, worked—"against Our verses, seeking to frustrate [Us]." The interpretation of al-Hasan: striving to outrun [Us]; meaning: they think that they will outrun Us so that We will not be able to catch them, resurrect them, and punish them.
Muhammad said: It is said, 'You cannot frustrate Me' (ma anta bi-mu'ajizi), meaning: you cannot outrun Me; and 'You cannot incapacitate Me' (ma anta bi-mu'jizi), meaning: you cannot outstrip Me.
"Those will have a punishment of painful torment." Ar-rijz means the torment; meaning: they have a torment from a "painful," excruciating torment.
Surah Saba, verses 6 through 9.
﴿وَالَّذين سعوا﴾ عمِلُوا ﴿فِي آيَاتنَا معاجزين﴾ تَفْسِير الْحَسَن: مسابقين؛ أيْ: يظنون أَنهم يسْبقوننا حَتَّى لَا نقدر عَلَيْهِم فنبعثهم ونعذبهم.
قَالَ محمدٌ: يُقَال: مَا أَنْت بمعاجزي؛ أَي: بمُسابقي، وَمَا أَنْت بمعجزي؛ أَي: بسابقي.
﴿أُولَئِكَ لَهُمْ عَذَابٌ مِنْ رجز﴾ وَالرجز: الْعَذَاب؛ أَي: لَهُم عذابٌ من عَذَاب ﴿أَلِيم﴾ موجع.
