"Is that One not able to bring the dead to life?" He states this as an interrogative; meaning, He is indeed able to do that.
Yahya narrated, from Ibrahim, from Isma'il ibn Umayyah, from Abu al-Yasa', from Abu Hurayrah, that the Messenger of Allah (peace and blessings of Allah be upon him) said: "When one of you concludes the final [verse of] 'I swear by the Day of Resurrection,' let him say: 'Bala (Yes, indeed).'"
﴿أَلَيْسَ ذَلِكَ بِقَادِرٍ عَلَى أَنْ يحيي الْمَوْتَى﴾ يَقُولُهُ عَلَى الِاسْتِفْهَامِ؛ أَيْ هُوَ قَادِرٌ عَلَى ذَلِكَ.
يَحْيَى: عَنْ إِبْرَاهِيمَ، عَنْ إِسْمَاعِيلَ بْنِ أُمَيَّةَ، عَنْ أَبِي الْيَسَعِ، عَنْ أَبِي هُرَيْرَةَ أَنَّ رَسُولَ اللَّهِ ﷺ قَالَ: ((إِذَا خَتَمَ أَحَدُكُمْ آخِرَ ((لَا أُقْسِمُ بِيَوْمِ الْقِيَامَةِ)) فليقلْ: بَلَى)).
