"And indeed, he saw him in the clear horizon," meaning: the east, from which the stars, the sun, and the moon rise. It means that Muhammad saw Gabriel in his true form upon the horizon, so he filled the space between the heaven and the earth.
﴿وَلَقَد رَآهُ بالأفق الْمُبين﴾ يَعْنِي: الْمَشْرِقَ الَّذِي مِنْهُ مَطَالِعُ النُّجُومِ وَالشَّمْسِ وَالْقَمَرِ، يَعْنِي أَنَّ مُحَمَّدًا رَأَى جِبْرِيلَ فِي صُورَتِهِ مَعَ الْأُفُقِ فَسَدَّ مَا بَيْنَ السَّمَاء وَالْأَرْض
