"Wa anta hillun bi-hadha al-balad" (And you are a dweller in this city). This was when Makkah was made permissible for him for an hour of the day on the day of the Conquest.
Tafsir of Mujahid: He says: You are not held accountable for what you do within it, and there is no obligation upon you in it that is upon the people.
﴿وَأَنت حل بِهَذَا الْبَلَد﴾ وَهَذَا حِينَ أُحِلَّتْ لَهُ مَكَّةُ سَاعَةً مِنَ النَّهَارِ يَوْمَ الْفَتْحِ.
تَفْسِيرُ مُجَاهِدٍ: يَقُولُ: لَا تُؤَاخَذُ بِمَا فَعَلْتَ فِيهِ، وَلَيْسَ عَلَيْك فِيهِ مَا على الماس
