Regarding His saying: "Indeed, We sent it down during the Night of Decree," the interpretation of Ibn Abbas is that he said: "The Quran was sent down on the Night of Decree to the lowest heaven in its entirety, then it began thereafter to be sent down in stages, in segments of three verses, four verses, five verses, and less or more than that." Then he recited this verse: "So I swear by the setting of the stars."
