The fear is of being killed for what they are upon of opposition and the apprehension for you just as he described of the one who is in the darkness of the rainstorm.
His saying: "And Allah is encompassing of the disbelievers"
[The first interpretation]
199 - And through this chain, from Ibn 'Abbas regarding: "And Allah is encompassing of the disbelievers," he says: Allah is the One who brings that upon them in terms of retribution—meaning He encompasses the disbelievers.
200 - 'Ali ibn al-Mubarak informed us in what he wrote to me, Zayd ibn al-Mubarak narrated to us, Ibn Thawr narrated to us, from Ibn Jurayj, from Mujahid, regarding His saying: "And Allah is encompassing of the disbelievers," he said: He will gather them on the Day of Resurrection in Hell.
The second interpretation
201 - Al-Hasan ibn al-Sabah narrated to us, Shababah narrated to us, Warqa' narrated to us, from Ibn Abi Najih, from Mujahid: "And Allah is encompassing of the disbelievers," he said: He will gather them—meaning: on the Day of Resurrection.
202 - My father narrated to us, Ahmad ibn 'Abd al-Rahman al-Dashtaki narrated to us, 'Abd Allah ibn Abi Ja'far narrated to us, from his father, from al-Rabi' ibn Anas: "And Allah is encompassing of the disbelievers," Allah will resurrect them after death, and He will resurrect His allies and their enemies, and He will inform them of their deeds. That is His saying: "And Allah is encompassing of the disbelievers."
His saying: "The lightning almost snatches away their sight"
203 - My father narrated to us, Abu Salih narrated to me, Mu'awiyah ibn Salih narrated to me, from 'Ali ibn Abi Talhah, from Ibn 'Abbas: "The lightning almost snatches away their sight," he says: The precise [teachings of the] Qur'an almost reveal the hidden flaws of the hypocrites.

204 - Abu Zur'ah narrated to us, Minjab ibn al-Harith narrated to us, Bishr ibn 'Umarah narrated to us, from Abu Rawq, from al-Dahhak, from Ibn 'Abbas, regarding His saying: "The lightning almost snatches away their sight," [it means] it flashes towards their sight but does not yet snatch it away.
الْقَتْلِ عَلَى الَّذِي هُمْ عَلَيْهِ مِنَ الْخِلافِ والتخوف لكم على مثل ما وصف من الَّذِي هُوَ فِي ظُلْمَةِ الصَّيِّبِ.
قَوْلُهُ تَعَالَى: والله محيط بالكافرين

١٩٩ - وَبِهِ عَنِ ابْنِ عَبَّاسٍ: وَاللَّهُ مُحِيطٌ بِالْكَافِرِينَ يَقُولُ اللَّهُ: وَاللَّهُ مَنْزِلٌ ذَلِكَ بِهِمْ مِنَ النِّقْمَةِ- أَيْ مُحِيطٌ بِالْكَافِرِينَ.
٢٠٠ - أَخْبَرَنَا عَلِيُّ بْنُ الْمُبَارَكِ فِيمَا كَتَبَ إِلَيَّ، ثنا زَيْدُ بْنُ الْمُبَارَكِ، ثنا ابْنُ ثَوْرٍ، عَنِ ابْنِ جُرَيْجٍ عَنْ مُجَاهِدٍ، فِي قَوْلِهِ: وَاللَّهُ مُحِيطٌ بِالْكَافِرِينَ قَالَ: جَامِعُهُمْ يَوْمَ الْقِيَامَةِ فِي جَهَنَّمَ.

٢٠١ - حَدَّثَنَا الْحَسَنُ بْنُ الصَّبَّاحِ، ثنا شَبَابَةُ، ثنا وَرْقَاءُ، عَنِ ابْنِ أَبِي نجيح، عن مُجَاهِدٍ: وَاللَّهُ مُحِيطٌ بِالْكَافِرِينَ قَالَ: جَامِعُهُمْ- يَعْنِي: يَوْمَ الْقِيَامَةِ.
٢٠٢ - حَدَّثَنَا أَبِي، ثنا أَحْمَدُ بْنُ عَبْدِ الرَّحْمَنِ الدَّشْتَكِيُّ، ثنا عَبْدُ اللَّهِ بْنُ أَبِي جَعْفَرٍ، عَنْ أَبِيهِ، عَنِ الرَّبِيعِ بْنِ أَنَسٍ: وَاللَّهُ مُحِيطٌ بِالْكَافِرِينَ يَبْعَثُهُمُ اللَّهُ مِنْ بَعْدِ الْمَوْتِ، فَيَبْعَثُ أَوْلِيَاءَهُ أعداءه فَيُنَبِّئُهُمْ بِأَعْمَالِهِمْ، فَذَلِكَ قَوْلُهُ: وَاللَّهُ مُحِيطٌ بِالْكَافِرِينَ

٢٠٣ - حَدَّثَنَا أَبِي، ثنا أَبُو صَالِحٍ، حَدَّثَنِي مُعَاوِيَةُ بْنُ صَالِحٍ، عَنْ عَلِيِّ بْنِ أَبِي طَلْحَةَ عَنِ ابْنِ عَبَّاسٍ: يَكَادُ الْبَرْقُ يَخْطَفُ أَبْصَارَهُمْ يَقُولُ: يَكَادُ مُحْكَمُ الْقُرْآنِ يَدُلُّ عَلَى عَوْرَاتِ الْمُنَافِقِينَ.
