622: 3337: Similar to that: 1: It was narrated from Ibn Mas'ud that he said: The Messenger of Allah—may Allah bless him and grant him peace—said: "Wretched are the people who kill those who command the people to act with justice; wretched are the people who do not command good and do not forbid evil; wretched are the people among whom a believer walks using taqiyya (precautionary dissimulation)."

Narrated by Al-Qurtubi (4/46), Al-Kanz (43712), Ibn 'Adi in Al-Kamil (3/1294), Al-Mughni 'an Haml al-Asfar (2/307), and Ithaf (7/12).

Weak. Narrated by Al-Hakim (1/505), Al-Tabarani (8/282), Ibn Kathir (1/289, 454, 312, 5/363), and Al-Majma' (10/156), who attributed it to Al-Tabarani in Al-Awsat, noting it contains Jisr ibn Farqad, who is weak.
