Ibn Kathir said: "This is the view of the majority of scholars: that the two arbitrators have the authority for both reconciliation and separation."

5287: The correct view: 2: The scholars said: This verse divided women into a rational classification, for they are either obedient or defiant (nashiz), and defiance (nushuz) is either something that can be returned to obedience or not.
If the two arbitrators disagree, their ruling is not binding, and nothing is necessitated by it except what they have agreed upon.
Likewise, for any two arbitrators who judge in a matter, if one of them judges for separation and the other does not, or if one of them judges with financial obligation and the other refuses, then they are of no effect until they agree.
