them; this is the "standing" (qiyam) in the sense that they rely upon them. It is also said: "qiyam" means they establish their religious laws through them.
The scholars said: The wisdom in Allah the Almighty making these things a source of standing for people is that Allah, Glory be to Him, created in human nature the propensity for mutual envy, competition, severing ties, turning backs on one another, plunder, raids, killing, and vendetta. Thus, in Divine wisdom and primordial will, there had to be a deterrent that would maintain the state of affairs and a restraining force through which wealth would be protected.
1216: 6868: Verse 99: 1: Al-Qurtubi said in the interpretation of this verse: Meaning he has no guidance, no granting of success (tawfiq), and no reward; upon him is only the communication (of the message). The essence of balagh (communication) is bulugh, which is reaching.
: 6871: By Allah: 2: Ibn Kathir said: It means that a little that is lawful and beneficial is better than much that is unlawful and harmful, as stated in the Hadith: "What is little and sufficient is better than what is much and distracts."

Also by Ibn Majah (H/2884), Ahmad (1/113), al-Hakim (3/293, 394), Nasb al-Rayah (3/3), al-Kanz (4352), al-Fath (8/282), al-Khatib (13/65), and al-Wahidi (142). It was authenticated by Shaykh al-Albani.
