: 13245: His due (haqquhu): 5: Regarding the saying of the Almighty: "And give the relative his due," meaning: Just as you have observed the right of the parents, join the ties of kinship, then give charity to the poor and the wayfarer. Ali ibn al-Husayn said regarding the saying of the Almighty: "And give the relative his due": They are the relatives of the Prophet (may Allah bless him and grant him peace), and he (may Allah bless him and grant him peace) commanded that they be given their dues from the Bayt al-Mal (Public Treasury), meaning from the share of the relatives taken from military expeditions and spoils of war. This is addressed to the governors or those who take their place.

Al-Shafi'i (may Allah be pleased with him) said: "Tabthir (wastefulness) is spending wealth in an inappropriate manner, and there is no tabthir in doing good deeds." This is the opinion of the majority. Ashhab narrated from Malik: "Tabthir is taking wealth from its rightful source and placing it where it does not belong."
