Al-Qurtubi said: al-'Akif is the resident who remains constantly. And al-Badi is the people of the desert and those who come to them. He says: The one present and the one coming to them from the lands are equal in the veneration of its sanctity and the fulfillment of the rites therein; thus, the people of Mecca are not more entitled than those coming from afar.
