The second interpretation:
2961 - Abu Zur'ah narrated to us, Safwan reported to us, al-Walid reported to us, Bukayr b. Ma'ruf informed me, from Muqatil b. Hayyan, regarding His saying: "And let no scribe refuse to write as Allah has taught him," he said: If a scribe has a personal need and another person is found, he should depart for his need and someone else should be sought. This is because scribes in that era were few.
His saying: "to write"
2962 - Abu Zur'ah narrated to us, 'Amr b. Hammad reported to us, Asbat reported to us, from al-Suddi, regarding the saying of Allah: "And let no scribe refuse to write," he said: If he is free.

[The first interpretation]

Jubayr, regarding "and let him dictate, the one who bears the obligation," meaning the debtor. He says: Let him dictate what he owes of the obligation to the scribe, from the right of the debtor.
It is also narrated from al-Dahhak something similar.
And the second interpretation:
2967 - My father narrated to us, Yunus b. 'Abd al-A'la reported to us, from al-Shafi'i, regarding His saying: "and let him dictate, the one who bears the obligation," its meaning is that he confesses [and] acknowledges the obligation; it does not mean that he dictates.
