His saying (the Exalted): "From it are verses that are precise."
3167 - My father narrated to us, Abu Salih reported to us, Mu'awiyah b. Salih narrated to me, from 'Ali b. Abi Talhah, from Ibn 'Abbas regarding His saying: "It is He who has sent down to you, the Book; from it are verses that are precise; they are the foundation of the Book." He said: "The precise ones are its abrogating verses, its lawful and prohibited matters, its prescribed punishments (hudud), its obligatory duties, and what is believed in and acted upon."
It was narrated from 'Ikrimah, Mujahid, Qatada, al-Dahhak, Muqatil b. Hayyan, al-Rabi' b. Anas, and al-Suddi that they said: "The precise (muhkam) is that which is acted upon."
3168 - My father narrated to us, Abu Ghassan reported to us, Qays—meaning Ibn al-Rabi'—reported to us, from Abu Ishaq, from 'Abd Allah b. Fulan, he said: I heard Ibn 'Abbas saying regarding the saying of Allah: "From it are verses that are precise," he said: "The three verses at the end of Surat al-An'am are precise: 'Say, come, I will recite what your Lord has prohibited to you,' and the verses following it."
3169 - My father narrated to us, Ibn Nufayl reported to us, Hushaym reported to us, al-'Awwam b. Hawshab reported to us, from whoever narrated to him, from Ibn 'Abbas that he said regarding His saying: "From it are verses that are precise; they are the foundation of the Book," he said: "From here: 'Say, come, I will recite what your Lord has prohibited to you' up to three verses; and from here: 'And your Lord has decreed that you not worship except Him' up to three verses after it." It was narrated from Sa'id b. Jubayr similarly.
3170 - My father narrated to us, 'Amr b. Rafi' Abu al-Hajar reported to us, Sulayman b. 'Amir reported to us, from al-Rabi' regarding His saying: "Verses that are precise," he said: "They are the commanding and the forbidding [verses]."
3171 - Muhammad b. Yahya narrated to us, Abu Ghassan reported to us, Salama reported to us, he said: Ibn Ishaq said: "From it are verses that are precise, for they are the Lord's proof, the servants' immunity, and a crushing blow to the adversaries and falsehood. They have no diversion or alteration from what they were established upon."

قوله تَعَالَى: مِنْهُ آيَاتٍ مُحْكَمَاتٍ
٣١٦٧ - حَدَّثَنَا أَبِي، ثنا أَبُو صَالِحٍ، حَدَّثَنِي مُعَاوِيَةُ بْنُ صَالِحٍ، عَنْ عَلِيِّ بْنِ أَبِي طَلْحَةَ، عَنِ ابْنِ عَبَّاسٍ قَوْلُهُ: هُوَ الَّذِي أَنْزَلَ عَلَيْكَ الْكِتَابَ مِنْهُ آيَاتٍ مُحْكَمَاتٍ هُنَّ أُمُّ الْكِتَابِ فَالْمُحْكَمَاتُ نَاسِخُهُ وَحَلالُهُ وَحَرَامُهُ وَحُدُودُهُ وَفَرَائِضُهُ، وَمَا يُؤْمَنُ بِهِ وَيُعْمَلُ بِهِ.
وَرُوِيَ عَنْ عِكْرِمَةَ وَمُجَاهِدٍ «١» قتادة وَالضَّحَّاكِ وَمُقَاتِلِ بْنِ حَيَّانَ وَالرَّبِيعِ بْنِ أَنَسٍ.
وَالسُّدِّيِّ قَالُوا: الْمُحْكَمُ الَّذِي يُعْمَلُ بِهِ.
٣١٦٨ - حَدَّثَنَا أَبِي، ثنا أَبُو غَسَّانَ، ثنا قَيْسٌ يَعْنِي: ابْنَ الرَّبِيعِ، عَنْ أَبِي إِسْحَاقَ، عَنْ عَبْدِ اللَّهِ «٢» بْنِ فُلانٍ قَالَ: سَمِعْتُ ابْنَ عَبَّاسٍ يَقُولُ فِي قَوْلِ اللَّهِ: مِنْهُ آيَاتٌ مُحْكَمَاتٌ قَالَ: الثَّلاثُ آيَاتٍ مِنْ آخِرِ سُورَةِ الأَنْعَامِ مُحْكَمَاتٌ، قُلْ تَعَالَوْا: أَتْلُ مَا حَرَّمَ رَبُّكُمْ عَلَيْكُمْ وَالآيَاتُ بَعْدَهَا.
٣١٦٩ - حَدَّثَنَا أَبِي، ثنا ابْنُ نُفَيْلٍ، ثنا هُشَيْمٌ، أنا الْعَوَّامُ بْنُ حَوْشَبٍ عَنْ مَنْ حَدَّثَهُ عَنِ ابْنِ عَبَّاسٍ أَنَّهُ قَالَ: فِي قَوْلِهِ: مِنْهُ آيَاتٌ مُحْكَمَاتٌ هُنَّ أُمُّ الْكِتَابِ قَالَ: مِنْ هَاهُنَا قُلْ تَعَالَوْا أَتْلُ مَا حَرَّمَ رَبُّكُمْ عَلَيْكُمْ «٣» إِلَى ثَلاثِ آيَاتٍ وَمِنْ هَاهُنَا وَقَضَى رَبُّكَ أَلا تَعْبُدُوا إلا إياه «٤» إلى ثالث آيَاتٍ بَعْدَهَا- وَرُوِيَ عَنْ سَعِيدِ بْنِ جُبَيْرٍ نَحْوُ ذَلِكَ.
٣١٧٠ - حَدَّثَنَا أَبِي، ثنا عَمْرُو بْنُ رَافِعٍ أَبُو الْحَجَرِ: ثنا سُلَيْمَانُ بْنُ عَامِرٍ عَنِ الرَّبِيعِ فِي قَوْلِهِ: آيَاتٌ مُحْكَمَاتٌ قَالَ: هِيَ الْآمِرَةُ وَالزَّاجِرَةُ.
٣١٧١ - حَدَّثَنَا مُحَمَّدُ بْنُ نحيى، ثنا أَبُو غَسَّانَ، ثنا سَلَمَةُ قَالَ: قَالَ ابْنُ إِسْحَاقَ:
مِنْهُ آيَاتٌ مُحْكَمَاتٌ فَهُنَّ حُجَّةُ الرَّبِّ وَعِصْمَةُ الْعِبَادِ، وَدَمْغُ الْخُصُومِ وَالْبَاطِلِ لَيْسَ لَهُنَّ تَصْرِيفٌ وَلا تَحْرِيفٌ عَمَّا وُضِعْنَ عَلَيْهِ «٥» .
