His saying, the Exalted: "...it."
5685 - Ahmad ibn 'Uthman ibn Hakim narrated to us, Ahmad ibn Mufaddal narrated to us, Asbat narrated to us, from al-Suddi regarding His saying: "And when there comes to them information about public security or fear, they spread it," he says: With the news, until their matter reaches their enemy.
His saying, the Exalted: "And if..."
5686 - Abu Zur'ah narrated to us, Minjab ibn al-Harith narrated to us, Bishr ibn 'Umarah narrated to us, from Abu Rawq, from al-Dahhak, from Ibn 'Abbas: Everything in the Qur'an [preceded by] "wa law" (and if) implies that it will never happen.
His saying, the Exalted: "And if they had referred it back to the Messenger..."
5687 - Ahmad ibn 'Uthman ibn Hakim narrated to us, Ahmad ibn Mufaddal narrated to us, Asbat narrated to us, from al-Suddi regarding His saying: "And if they had referred it back to the Messenger," he said: If they had remained silent and referred the matter to the Prophet (peace and blessings of Allah be upon him).
His saying, the Exalted: "...and to those of authority among them."
[The first interpretation]
5688 - And through the same chain from al-Suddi regarding His saying: "...and to those of authority among them," he says: To their commander, until he is the one to speak about it.
And the second interpretation:
5689 - My father narrated to us, 'Abd al-'Aziz ibn al-Mughirah narrated to us, Yazid ibn Zuray' narrated to us, from Sa'id, from Qatadah regarding His saying: "And if they had referred it back to the Messenger and to those of authority among them," he says: To their scholars.
5690 - Something similar has been narrated from Khusayf.
His saying, the Exalted: "...those who [can] investigate it would have known it from among them."
5691 - Yazid ibn Sinan al-Basri narrated to us, 'Umar ibn Yunus narrated to us, 'Ikrimah ibn 'Ammar narrated to me, 'Abdullah ibn 'Abbas narrated to me, 'Umar ibn al-Khattab narrated to me: "And if they had referred it back to the Messenger and to those of authority among them, those who [can] investigate it would have known it from among them." So I was the one who investigated that matter, then Allah revealed the verse of option (takhyir).

قَوْلُهُ تَعَالَى: وَلَوْ رَدُّوهُ إِلَى الرَّسُولِ

٥٦٨٨ - وَبِهِ عَنِ السُّدِّيِّ قَوْلَهُ: وَإِلَى أُولِي الأَمْرِ مِنْهُمْ يَقُولُ: إِلَى أَمِيرِهِمْ حَتَّى يَتَكَلَّمَ هُوَ بِهِ.
وَالْوَجْهُ الثَّانِي:
٥٦٨٩ - حَدَّثَنَا أَبِي، ثنا عَبْدُ الْعَزِيزِ بْنُ الْمُغِيرَةِ، ثَنَا يَزِيدُ بْنُ زُرَيْعٍ، عَنْ سَعِيدٍ، عَنْ قَتَادَةَ قَوْلَهُ: وَلَوْ رَدُّوهُ إِلَى الرَّسُولِ وَإِلَى أُولِي الأَمْرِ مِنْهُمْ يَقُولُ: إِلَى عُلَمَائِهِمْ.
٥٦٩٠ - وَرُوِيَ عَنِ خُصَيْفٍ نَحْوُ ذَلِكَ.
قَوْلُهُ تَعَالَى: لَعَلِمَهُ الَّذِينَ يَسْتَنْبِطُونَهُ مِنْهُمْ

حَدَّثَنَا يَزِيدُ بْنُ سِنَانٍ الْبَصْرِيُّ، ثنا عُمَرُ بْنُ يُونُسَ، ثنا عِكْرِمَةُ بْنُ عَمَّارٍ حَدَّثَنِي «١» عَبْدُ اللَّهِ بْنُ عَبَّاسٍ، حَدَّثَنِي عُمَرُ بْنُ الْخَطَّابِ: وَلَوْ رَدُّوهُ إِلَى الرَّسُولِ وَإِلَى أُولِي الأمر مِنْهُمْ لَعَلِمَهُ الَّذِينَ يَسْتَنْبِطُونَهُ مِنْهُمْ فَكُنْتُ أَنَا اسْتَنْبَطْتُ ذَلِكَ الأَمْرَ، فَأَنْزَلَ اللَّهُ آيَةَ التَّخْيِيرِ.
