Umar, may Allah be pleased with him. Reports concerning this have been narrated from Umar, may Allah be pleased with him. Among them is what al-Khallal narrated with his chain of transmission from Ismail ibn Ayyash, who said: "More than one of the people of knowledge told us, saying: The people of al-Jazira wrote to Abd al-Rahman ibn Ghanm: When you came to our lands, we requested from you safe-conduct for ourselves and the people of our faith, on the condition that we stipulated to you for ourselves that we would not establish in our city, nor in its surroundings, a church, nor a monastery, nor a qallaya (a cell/small chamber), nor a monk's hermitage. We would not renovate what has fallen into ruin of our churches, nor any of those situated in the Muslim quarters, and we would not prevent our churches from being entered by the Muslims by night or by day. We would widen their doors for passersby and travelers. We would not harbor a spy in them or in our homes, and we would not conceal anything regarding those who deceive the Muslims. We would not strike our bells except with a light strike in the depths of our churches, nor would we display a cross upon them, nor raise our voices in prayer or reading within our churches in the presence of Muslims. We would not take out our crosses or our books in the markets of the Muslims, nor would we hold a Ba'uth (Christian rain-prayer procession) or Palm Sunday processions, nor raise our voices with our dead, nor display fires with them in the markets of the Muslims. We would not live in close proximity to them with pigs, nor sell wine, nor manifest polytheism, nor entice anyone to our religion, nor invite anyone to it. We would not take any of the slaves who have fallen to the share of the Muslims, nor would we prevent any of our relatives if they wish to enter into Islam. We would adhere to our distinct attire wherever we are, and we would not resemble the Muslims in the wearing of a cap, a turban, sandals, the parting of the hair, or in their processions, nor would we speak with their manner of speech, nor use their kunyas (patronymics). We would crop the front of our heads, not part our forelocks, and we would tie the zunnar (girdle) around our waists. We would not engrave our signet rings in Arabic, nor would we ride on saddles, nor acquire any weapon, nor carry it, nor gird swords. We would respect the Muslims in their gatherings, guide them on the path, and vacate seats for them if they desire to sit. We would not spy on them in their homes, nor teach our children the Quran, and none of us would enter into a partnership in trade with a Muslim, except that the authority over the trade rests with the Muslim."

عمرُ، رَضِىَ اللَّهُ عنه. وقد رُويَتْ عن عمرَ، رَضِىَ اللَّهُ عنه، فى ذلك أخبارٌ، منها ما روَاه الخَلَّالُ، بإسْنادِه عن إسماعيلَ بنِ عَيَّاشٍ، قال: حَدَّثَنا غيرُ واحدٍ من أهلِ العلمِ، قالُوا: كتَبَ أهلُ الجزيرَةِ إلى عبدِ الرحمن بن غَنْمٍ: إنَّا حينَ قَدِمْتُمْ (١) بلادَنا، طَلَبْنَا إليك الأمانَ لأنْفُسِنا وأهل ملَّتِنا، على أنَّا شَرَطْنا لَكَ على أنفُسِنا أن لا نُحْدِثَ فى مَدينَتِنا كنيسةً، ولا فيما حَوْلَها دَيْرًا، ولا قلايةً (٢)، ولا صَوْمَعَةَ راهِبٍ، ولا نُجَدِّدَ ما خَرِبَ من كنائِسِنا، ولا ما كانَ منها فى خِطَطِ المسلمين، ولا نَمْنعَ كنائِسَنا من المسلمين أَنْ ينْزِلُوها فى الليلِ والنهارِ، وأنْ نُوَسِّعَ أبوابَها للمارَّةِ وابنِ السَّبيلِ، ولا نأوِىَ فيها ولا فى مَنازِلِنا (٣) جاسوسًا، وأنْ لا نَكْتُمَ أمْرَ من غَشَّ المسلمين، وأنْ لا نَضْرِبَ نَواقيسَنا إلَّا ضربًا خَفِيًّا فى جَوْفِ كنائِسِنا، ولا نُظْهِرَ عليها صليبًا، ولا نرفَعَ أصْواتَنا فى الصلاةِ، ولا القراءَةِ فى كنائِسِنا فيما يحضرُه المسلمون، ولا نُخْرِجَ صَلِيبَنا ولا كتابَنا فى سُوقِ المسلمين، وأنْ لا نَخْرُجَ بَاعُوثًا (٤) ولا شَعانينَ (٥)، ولا نَرْفعَ أصْواتَنا مع أمْواتِنا، ولا نُظْهرَ النِّيرانَ معهم فى أسْواقِ المسلمين، وأنْ لا نُجاوِرَهم بالخنازيرِ، ولا نَبيعَ الخمورَ، ولا نُظْهِرَ شِرْكًا، ولا تُرَغِّبَ فى دِينِنا، ولا نَدْعوَ إليه أحدًا، ولا نَتَّخِذَ شيئًا من الرَّقيقِ الذين جَرَتْ عليهم سِهامُ المسلمين، وأنْ لا نَمْنَعَ أحدًا من أقْربائِنا إذا أرادَ الدُّخولَ فى الإِسلامِ، وأنْ نَلزَمَ زِيَّنا حيثما كُنَّا، وأنْ لا نَتَشَبَّه بالمسلمين فى لُبْسِ قَلَنْسُوَةٍ ولا عِمامَةٍ ولا نَعْلَيْن، ولا فَرْقِ شَعَرٍ، ولا فى مَواكِبِهم، ولا نتَكلَّمَ بكلامِهم، وأنْ لا نَتَكَنَى بكُناهم، وأنْ نَجُزَّ مَقادِمَ رُءوسِنا، ولَا نَفْرِقَ نَواصِيَنا، ونَشُدَّ الزَّنانيرَ على أوْساطِنا، ولا نَنْقُشَ خَواتِيمَنا بالعربِيَّةِ، ولا نَرْكَبَ السُّرُوجَ، ولا نَتَّخِذَ شيئًا من السِّلاحِ، ولا نَحْمِلَه، ولا نَتَقَلَّدَ السيوفَ، وأن نُوَقِّرَ المسلمين فى مَجالِسِهِم، ونُرْشِدَ الطَّرِيقَ، ونَقُومَ لهم عن المجالِسِ إذا أرادُوا المجالِسَ، ولا نَطَّلِعَ عليهم فى مَنازِلِهم، ولا نُعَلِّمَ أوْلادَنا القرآنَ، ولا يُشارِكَ أحدٌ مِنَّا مسلمًا فى تِجارَة، إلَّا أَنْ يكونَ إلى المسلمِ أمرُ
