"Have you wondered that a reminder has come to you," meaning a revelation, "from your Lord through a man from among you," meaning upon the tongue of a man from among you, "so that he may warn you, and that you may fear Allah, and so that you may receive mercy" if you believe. And "la'alla" (perhaps/so that) from Allah is binding.
﴿أَو عجبتم أَن جَاءَكُم ذكرٌ﴾ أَي: وحيٌ ﴿من ر بكم على رجلٍ مِنْكُم﴾ عَلَى لِسَانِ رجلٍ مِنْكُمْ ﴿لِيُنْذِرَكُمْ ولتتقوا ولعلكم ترحمون﴾ إِن آمنتم، و (لَعَلَّ) من الله وَاجِبَة.
