"Will you then compel the people, until they become believers?" meaning: you are not able to do that; only he whom Allah, Mighty and Majestic is He, wills shall believe.

﴿أَفَأَنْتَ تُكْرِهُ النَّاسَ حَتَّى يَكُونُوا مُؤمنين﴾ أَيْ: لَا تَسْتَطِيعُ فِعْلَ ذَلِكَ إِنَّمَا يُؤْمِنُ مَنْ يُرِيدُ اللَّهُ ﷿ أَن يُؤمن.
