2872: 16301: The Merciful: 1: The scholars said: No one wrote "In the name of God, the Most Gracious, the Most Merciful" before Solomon (peace be upon him), and they agreed upon writing "In the name of God, the Most Gracious, the Most Merciful" at the beginning of books and letters, and upon sealing them because it is further from suspicion. This is the established practice, and there is a report from 'Umar ibn al-Khattab that he said: "Whatever book is not sealed is left without a covering," and in the hadith: "The nobility of the book is its seal."

So she proceeded with good etiquette with her people and consulted them regarding her affair, and she informed them that this was her consistent practice in every matter that arises.
