His saying: "And He punishes whom He wills"

[The first aspect]

3068 - My father narrated to us, Abu Salih reported to us, Mu'awiyah b. Salih narrated to me, from 'Ali b. Abi Talhah, from Ibn 'Abbas regarding His saying: "And He punishes whom He wills," he said: As for the people of doubt and suspicion, He will inform them of what they concealed of disbelief.

[The second aspect]

3069 - My father narrated to us, Ibrahim b. Mahdi reported to us, Yahya b. Ya'la reported to us, from Mansur or Layth, from Mujahid, regarding His saying: "And He punishes whom He wills," he said: He punishes whom He wills for minor [sins]. It is reported from al-Thawri something similar.

His saying: "And Allah is over all things competent"

Its interpretation has already preceded in verse 20.

His saying: "The Messenger has believed in what was revealed to him from his Lord"

3070 - My father narrated to us, Yahya b. al-Mughirah reported to us, Jarir informed us, from Bayan, from Hakim b. Jabir, who said: When "The Messenger has believed in what was revealed to him from his Lord" was revealed to the Prophet (may Allah bless him and grant him peace), Gabriel said: Allah has praised you and your people well, so ask, and you shall be given.

So he asked for [the following verse]: "Allah does not charge a soul except [with that within] its capacity," until the end of the verse.
