He is commanding them to struggle (Jihad), and to be with the mujahidin. It is also said: It means the believers of the people of Mecca who stayed behind from the migration (Hijrah); He is saying: Migrate to the Prophet (peace and blessings of Allah be upon him) and be with the Emigrants (Muhajirin).
