13255 - From Ibn Abbas, may Allah be pleased with them both, regarding His saying: "Then say to them a gentle word," he said: "The promise." Sufyan said: "And a promise from the Messenger of Allah (may Allah bless him and grant him peace) is a debt."
His saying, the Almighty: "And do not make your hand chained to your neck"
13256 - From al-Minhal ibn Amr, he said: A woman sent her son to the Prophet (may Allah bless him and grant him peace) and said: "Tell him: 'Clothe me with a garment.'" He said: "I have nothing." She said: "Return to him and say to him: 'Clothe me with your shirt.'" He returned to him, so he took off his shirt and gave it to him. Then, "And do not make your hand chained to your neck" (the verse) was revealed.
13257 - From Ibn Abbas, may Allah be pleased with them both, regarding: "And do not make your hand chained to your neck," he said: "He means by that stinginess."
13258 - From Ibn Abbas, may Allah be pleased with them both, regarding His saying: "And do not make your hand chained to your neck," he said: "This is regarding spending. He says: 'Do not make it chained, [but] do not stretch it completely'"—meaning squandering—"'so that you will sit blamed'"—meaning blaming himself for what he has lost of his wealth—"'and regretful'"—meaning his wealth has all gone.
13259 - From al-Hasan, may Allah be pleased with him, regarding His saying: "And do not make your hand chained to your neck, nor extend it completely," he said: "He forbade him from extravagance and stinginess."
His saying, the Almighty: "Indeed, your Lord extends provision for whom He wills and restricts [it]"
13260 - From Ibn Zayd, may Allah be pleased with him, he said: "Then He informed us how He acts with us, saying: 'Indeed, your Lord extends provision for whom He wills and restricts [it].' Then He informed His servants that it does not burden Him nor weary Him, [but] if He were to extend provision for His servants, they would commit tyranny upon the earth; however, He sends it down according to what He wills, for He is, of His servants, Acquainted and Seeing." He said: "The Arabs, when there was abundance and it was extended over them, would transgress and kill one another, and corruption would occur; but when there was a drought, they were occupied with that."
13261 - From al-Hasan, may Allah be pleased with him, regarding His saying: "Indeed, your Lord extends provision for whom He wills and restricts [it]," he said: "He looks after him; if wealth is better for him, He enriches him, and if poverty is better for him, He makes him poor."
